Well many countries who bank on tourism for outsiders do impose higher fees for watching monuments or muesems or parks.
I too was a target of being an Indian abroad where I had to cough out money thrice the normal price to just see a butterfly park. It was told to me that the government of that particular country doesn't want to burden the locals by imposing higher fees for upkeep of the park. So the foreigners have to pay for the upkeep.
I don't knw hwy the writer is so biased when it comes to India.
