I am not agree with your comment "To my knowledge, India must be the only nation in the world implementing these separate rates."
Last year I visited Pyramids in Egypt in the month of September. I payed 40 Egyptian Pounds (LE) for it's ticket, where as tourists who know Arabic Language and can speak have to pay only two (02 LE) Egyptian Pounds.
Rest all the points I accept you are correct & we need to change it.
