Carve Arpi is self -confessed Indo phile living in Tamilnadu and voyaging to the fourcorners of the subcontinent over more than thirty years...
His perceptions are not facetious,they do speak of deadly smugness of Indian Babus, their antics and moth -eaten practices , their antiquated rules and their even worse and whimsical enforcement ,easily for
certainly not justice or fair-play ,but for malicious pleasure for delaying unless scurrying post-haste for other considerations...
Like wise, disregard for truth , History or maps , reveal the pathetic conditions of our documentation and access to ordinary Indians ..Who knows if Right to information would ever mend this lacunae -D. Goel
