Yes the President is right in returning the bill. If the bill is returned to him without the changes that he have recommended then he should resign as he has nothing to lose and the UPA goverment and the Communist party specially would have to answer several questions from the people of India. Kudos to Kalam for standing up and expressinmg his views. The goverment can\'t bypass it at its will.
