I believe following points need to be done immediately. Please make the rules strict . Hang the people who are suspected. At one point to time the fear in people's mind will help them to get up and look around ,whoever found suspicious, report it . Make the police be ready for each call comes from people. Don't allow people without tickets on railway stations. Make ticket-checking booths at each entrance and also provide limited entrances. Check ticket on each coach every day .
