why not do pre-emptive strikes??

I understand that, India cant do pre-emptive strikes against terrorist-camps in pakistan, coz we both are nuclear powers....
But what is stopping us, from striking at the terrorist' camps in Bangladesh????
Why are we so chicken-feeted???
We are biggest power in SE-Asia & we are scared of our tiny-winy neighbors who are always threatining us.
Whats the problem with our politicians??
We have to ignore the international-community & go along our own-course... like israel & USA.
We need to assert our authority...
