How can we negotiate with psychos?

How should one react to this article? The officer has given such a ridiculas interview that at one point you stop taking officer seriously.This interview shows not only the pathetic attitude that the people in Pakistan(might not be everyone but atleast those who matters) are having but also how the people there have gone so low that under the banner of there religion they think that they have license to kill.
India has always treated Pakistan as little puppy.With puppy you know that it will piss and shit around make whole place dirty and then you have to go clean it up and show puppy its place.It is about time that India should realise that Pakistan is no longer a puppy but a ravaged street dog.It is ready to bite your hand whenever you try to affectionately touch it.
I really feel sorry for Pakistan as nation.If authority in Pakistan is going to harbour same attitude than at no point in time it is going to be a develop as a nation.They have always concentrated hard on bringing India down rather than building there own nation.With dicatator at helm the chances of later taking central stage look less than ever.
India should not show any tolerance for Pakistan.
