The author has presented a well thought-out plan for the upliftment of the marginalized communities, employing a modified reservation policy. I think he is right in saying that the present system of a creamy layer enjoying most of the reservation benefits, while the really deserved are largely ignorant, is not the best model to follow. Similarly, it is a welcome suggestion that the quota for promotions should be abolished, once equal opportunities are ensured to everyone upto the employment level. These may not be very easy to implement in a society like ours, but we have to start somewhere to make life better for everyone in our country.. Reji
