26/7: then and now

Hi,
Things has not chnaged then and now; after26/7/2005 authorities had promised that such things will not happen in future but again same thing happened even earlier this year.
People of Mumbai always keep mum on any such incident, if it is 26/7 or 4/7 or 11/7 or any other calamity they are habituated to help each other, rather seeking help from the authority, because they know that civic authority alwys make false promises and later on they forget.same is with our leaders they try to get publicity from such incident.
In my opinion people of Mumbai should take responsibility of their area to protect own, instead of depending upon the authority, and should build own army to protect from the terrorist.we should take the example of Iserial and US they never ask or wait for the opinion of anybody to give the answer of terrorism, we should learn the lessons from such incident.
Our leaders are not capable to lead our country because they cannot protect the lives of innoncent citizens from such handful notoriest, thousands are killed in Kashmir since many years but our leaders have no effect on it, even after parliament attack no actions are taken, it is shamful incident.
