If terrorists can run such efficient modules,why can't counter insurgency operations be carried out in the same manner.These outfits can be equipped with inputs from intelligence agencies,can have access to best of weapons and identikits.They can form groups to hunt down terrorism planners and pay them back in their own coin.They could operate out of foreign soil just like the terrorists do.
