India has this major risk that the US doesnt....it has swarms of people who live in poverty, are already frustrated, and have nothing to lose. So for the government to take aggressive action would probably incite further attacks, riots, murders, retaliation... maybe even a civil war. The US didn't bomb its own people... it bombed a country that is 10,000 miles away. Much easier to do when you only have to watch it on TV.
