He is, I believe, attempting to widen your perspective by informing you of the global co-ordination networks terrorists have these days. In order to counter these effectively, we need to start thinking of our allies, and these happen to be the OECD (for better or worse). If we stick to a "It's Pakistan" routine, the world will simply shrug and go away as it has done these past 20 years.
