I completely agree with your points except "Jamming of communication network was required so that terrorist could not communicate so on so forth". This is, according to me, a lame execuse. You could have very well thought of millions of innocent people who suffered in the blast instead of terrorist.By deliberatly jamming the network, you made those innocent people a handicap. Many people might have died of heart attack due to no communication in this situation.(& talking about Mumbaikar'spirit). Do you think, was that a right step??????????? (Looking at the perfect execution of this brutal bombblast plan, dont you think terrorists were not at all dependent on mobile network(at that perticular time). Unlike all (Indian)Govt. bodies,they must have thought of every possibilities(All "X"s in Six sigma term)which would hinder their dirty intentions("Y"s).Then what was achieved by jamming a network?????????)
