Yes I agree these sadists are here to stay, but we as citizens should be prepared for anything and everything, right from evacuating the injured and dead, there should be an alternative transport plan ready. Thats when the state scores over these sadists. Every thing should run normally within the shortest time. Ignore them and they automatically will loose thier importance.
