Compare Dr Venugopals plight to that of an erstwhile Secretary DARE /DG-ICAR six years ago, when the Union Cabinets Appointments Committee decided to him on "compulsory wait", after an internal audit committee and the CBI which both found prima facie evidence of financial irregularities and administrative improprieties on his part. The Secy, with the help of Indian and foreign political connections, and his minions in ICAR, roused up a storm of protest, and forced the government to give him a clean chit and reinstate him. In the end, it was the minister who had to resign. One of the "arguments" used by the protestors was that the entire machinery of agricultural production, research and education would come crashing down if the Secretary were to be removed. However, soon after his reinstatement, the secretary resigned from government service to take up a juicy foreign assignment with the FAO. The predicted system-crash did not occur.
There are no allegations against Dr Venugopal of any financial or administrative misdeed, but his fault was that he failed to lick the minister's shoes. The Hor'ble minister said, "Off with his head", the head of the King of Hearts was chopped off.
