i cannot more than agree with you. i am from lucknow, presently in houston USA. this part of usa is hit by rains and hurricane for this very purpose they have built canal like systems to drain rain water and other excessive water known as Bayou. but in our country the political class would have to be convinced that this project implementation would need thousand of crores and therefore they can also stand to gain personally.
