It is so easy for all of us to simply blame the beaureaucrats. We too contribute to the problem, by throwing waste into the drains, thereby choking them. The tides too have to be kept in mind, as Mumbai is bang on the sea coast. Further, Mumbai has too large a population, living in too small an area. In such dense living conditions, many of them in low lying areas, it is impossible for any administration to take measures in all cases. Take the case of what happened in USA during the storms in 2005!! We all must ensure Mumbai is kept clean, and the drains are clear. Any volunteers to clear the drains?
