Pakistan is the primary culprit

in effect, afghanisthan has a problem just like in kashmir. pakistan claim that these terrorists are operatin out of thier free will, and they cannot control them. what pakistan is doing is - give them refuge un-officially, and third party patronage, its all nudge wink, and never anything on paper or even through any conventional means that can catch them with thier pants down. so india and afghanistan will have to toe the line as mentioned by pakistan - or be risk to attacks by the "free-will" terrorists! soft blackmailing - if you can call that. the whole world knows it - they just can't point the finger at pakistan - who will react and shout on the roofs for proof. how very convenient! then there are others like the USA who use pakistan for thier ends! this whole region is a mess. unless pakistan has any real agenda to improve itself economically; or the people of pakistan wake up and see that everybody else working hard to move up the ladder - things arent going to change!
