Drought is the cause of people joining terrorists?

Do you really think Drought is the cause of people joining terrorists? I am neither a scholar nor a journalist, however in my opinion that is baseless statement. Because of the following reasons.
1. Nalgonda is not only the place hit by drought there are lot of other places. Most of the Andhra was impacted by drought but only in certain regions the terrorism is high.
2. Why only certain group (or background) of people joining terrorist groups? Did drought impact only certain people in a regions?
3. I do agree that government should have handled the drought situation in a better way, but it is wrong to blame the government for the situation. For that matter none of the goverments have better system or policies to handle any natural calamities. It not fair to compare the development and drought situation, they are completely unrelated.
System got to improve in dealing with the situations like drought and cyclones. I grew up in a farming commmunity, I know how hard it is to deal with those things. I didn't see any logical reason that terrorism is being fueled by drought.
P.S. This is just my opinion.
