Musharaff's cricket offer to PM

Musharaff - "he would do everything within his power to ensure that there was no terrorist activity in these towns".

It clearly proves that he is currently not doing anything in his capacities to eradicate terrorist activities. Is he encourging it ??

Let the dictator do that first and approach to withdraw the forces.
