it is down right negation of the equality principle laid down by the Indian constitution.People with low incomes or social backwardness maybe helped with reduced fees and extra coaching. Bringing down qualification threshholds, providing them with specific quotas etc are well trodde waysdown the quakity path to extinction - probably the only thing our political leadres have been defenitly able to acheive since Independence!
