The Jessica Lal murder verdict

The Judgement in the Jessica Lal murder case is shocking to say the least. It proves that our legal system is hopelessly biased in favour the rich and powerful. There have been seven other seemingly open and shut cases in Delhi alone in which the criminals went scot free simply through money and muscle power.
Why can't the testimony of crucial witnesses be recorded under oath in front of a magistrate at the start? Why can't witnessess be penalized for behaving like mercenaries? And why isn't action taken agains police officers who earn a fast buck by manipulating evidence?
