AVIAN FLU

If chickens were dying in fairly large numbers in January,why have the poultry keepers & the Vet deptt keeping quiet for so long? Even at this stage officials are saying that the outbreak 'is under control'.Whose control?
2.There is incubation time & when humans start getting ill in large numbers is it the time to take more stringent action?
3.This episode needs to be dealt with on a 'war-footing'.Regrettably, very few in authority really comprehend the word 'war-footing'.
4.There is need for crisis management team at the 'apex level' to go into action, to contain,eliminate/eradicate this deadly infection & all means/routes of it's spread both among animals as well as humans.If highly localised effect of non-biological toxic asbestos on the French warship heading to Alang could create so much strong reaction even involving our apex Court, should this H5N1 strain of bird flu not arouse appropriate response?Getting the Army medical Corps into action should not be ruled out as even a training opportunity for anti-biological warfare!
