It is good to know the way these think tank think! Had he claimed to be talking on behalf of US it would have been OK, even for NATO, it would still be passe, but he claims to be talking for the whole world!
In other words the basic point he makes is that technology policy of the world would be a subset of the political policy he and his masters have formulated and will formulate in future!
In addition, he is implying that in this tussle between Lone Super Power(LSP) and the Non-Alignment Power(NAP), there is no real game; for LSP is both player and the sole rule maker.
Indian response, while tackling these 'compulsions', hopefully would reflect not just the non-aligned policy but historical anti-colonial ethos as well.
