terrorist camps in POK

If kashmiris staying in POK do not want these terrorist camps to exist, then why dont they inform of their location and duration to Indian side, UN or Governor of Kashmir? Even if some good citizen wants to inform our Indian side, UN or Mr Governor himself, what channel has he kept open for the people of POK to inform him of its existence. Is there any web site where some one can inform him, any anti terrorist information cell telephone number that exists or any postal address where such information can reach him. Although I personally feel that the last option is unlikely to succeed as POK postal authorities may not deliver such letters to the Governor, but use it to nuteralise such supportive elements.
However, if such measures do not exist or are made known to the people of Kashmir and POK, how does Mr Governor expect to fight terrorism all by himself and his hollow claims?
