The behavior of the immigration officers can not be condoned. The immigration officers should have shown some human like behavior. As for the French national- I am not sure under what category the transit visa was issued. Thy could have extended the same courtesy to two small children. However the irresponsible behavior of the parents who forgot to carry PIO card and passport where visa was stamped is inexplicable to put it mildly.
