It is of no surprise to me either. Can you go to USA and tell the immigration cops you forgot to bring your visa with you? Not that you would unless if you want to see cuba. I agree it was a great pain to travel back, but should be proud that India is improving and getting to know the law and actually enforcing it!
Before travel get to know what you have to carry it with you and avoid the avoidable.
