This is an incisive analysis of Pakistan's hand in muddying Kashmir's waters. Since the issue at hand is really nothing to do with jihad or religion, it is to do with water, without the supply from kashmir's fresh water rivers the whole of Pakisatn will be turned into desert. Therefore it is unlikely that Pakistan will give up its terror strategy anytime soon.
While this may or may not be known to the larger populace, it is undeniable that the west knows what the author has mentioned in this piece. The idea behind their (US) strategic silence, with intermittent slaps on the wrist is simple- they want to contain India, just as India contains China. If the US calls Pakistan for what it is, it loses its own strategic theatre in Central Asia and a counter to Chinese influence. Pakistan will happily play the Chinese card when the going gets too hot, not how easily Pakistan is moving in for a similar nuke deal with China, while India still grapples with ist much publicised one with the US.
Hypocrisy as they say is the middle name of international geopolitics. It was quite easy for the righteous tony blair to fish out a dossier on Iraq's WMD from a phd thesis.
