This is because of total dependence on human energy for the Organisation, Drive, Discipline and the Passion needed. Indian Administration has a great history but is today overwhelmed by change.
We have the demand and the funds in form of MPLADS to search for alternative energy. IT offers it. Perhaps our greatest resource is the generation about to retire for it has experienced change and IT is available for the support required to define and solve problems. All that needed is a state mechanism to encourage the possible. We have the very PM we need to set productive minds free.
