The ULFA does not represent the overwhelming majority of the peoples of the state as they so want everyone to believe, and have used violence and terror to make their presence felt. If govt accedes to their request for unilateral ceasefire then they will have won, as they will use this interlude to beef up their logistics and supplies. Govt must only declare a ceasefire when ULFA are willing to declare one.
