there is nothing to welcome in the king's address

I am not sure what the Indian government is welcoming. The issue is the king's control over the army, the immunity of the royal family members from any court of the country and clause 127 in the Nepalese constitution which the king has used to justify the coup of Feb 2005. Until the army is brought under the parliament and clause 127 is abolished there can be no true democracy in Nepal There is nothing to welcome in the king's address.
