This is really sad. One way to change it would be to enforce it. If someone is not allowed privileges to a particular facility/service, she must have the option of launching a complaint to a body that handles such discriminatory matters. Discrimnations based on religion, race, caste, sex etc. needs to be stamped out forcefully.
In the US too there are localities that are predominately black, or Indian, or White -- and it's alright to be comfortable with the ones of the same feather. But if someone tells you that you can't move in just because you're a minority in the area you can take that guy to court (that guy's in for severe trouble).
