Indian Bureaucracy is working...and working well

To attain the nuclear weapon, we first need the enriched uranium.To process such high degree of uranium, we need the gas cntrifuges.In 1980\'s the indian scientists had the technology as to how to create a nuclear weapon but didnt have the right infrastructure.The legal way to get the infrastructure is to give out a tender in the world market and let the company which gets the tender bother as to how it gets the necessary materials the government of india has asked for.The Centrifuges,the nuclear weapons and the cryogenics were all built indigenously.Why is India seeking help from the united states for the transfer of the nuclear technology for the generation of some xx megawatt power plant?If i know how to build a car inch by inch, will I build one at home?Any sane guy would compare the cost involved for building one at home with one buying from the market isnt it?What if the car company isnt interested to sell a car to me? What I would do is,I would cut short my luxury expenses and invest the money saved to build my own car.India is trading its nuclear technology(indigeniously built) for oil(to save money) with iran to invest the money saved into the upcomming aeronotical industry
