Floods in TN disrupt life

This is what's so maddening about reporting data in all indian rags - you state that the water in the Stanley Reservoir is at 121.330 ft, but what is the height of the dam wall and the normal height of the overflow? Is the wall 500 ft high? How can one deduce whether the water have risen to alarming levels in the reservoir if one cannot know the safe limits of the height of the water contained therein?
