Right to Infprmation Act 2005 [RTI]

As of this moment, Mr. Wajahat Habibullah has not yet taken charge/start operationg as Central Chief Information Commissioner (CCIC)though the RTI has become active since Oct. 12, 2005.
Second, as per the RTI, all the preparations at all levels (state and central) like identication of Public Information Officers (PIOs), Suo-motu declarations, rules and procedures etc., should have been completed within "100" day of promolgamation of RTI (RTI became legisation from 15th June 2005). Though the dead line has crossed, many state and several central establishments/ministries/depts. are yet to comply with the provisions of RTI. We cannot make an appeal to the CCIC for the delays since he himself is yet to take charge of the office.
poor people are left "orphaned" at the whims of "Babus" of the Govt.
When will this be corrected ? What are the penalties for the delays ? Who is going to impose these and administer these penalties ???
