Yes, must oberve decency in public at all times; even abroad, such rules exist eg Italy- kissing in beach is offence! So called US free culture also imposes some restrictions. Each country each place according to the societal norms of the day - there is no doubt times have changed a lot and so is freedom in the colleges but to wear skin tight jeans like film heroines and make a show of breasts is uncalled for. Sure distracts attention; in our days, segreatation practised - not today - develop healthy attitudes towards all cusstoms and allow them to change in due course; dont force your views.
