It is an exaggreated and one sided version of a story. There can never be more caring and considerate people ever in India than in Chennai.
There are many places wherein young couples engage in so much of activity (except the Direct sex per se) and this continues even today in Chennai; The author has read some reports and has written this article; have never visited places like Gandhi Mandapam and Childrens (???) Park.
There have been only few instances when Police could have interrupted; normally they dont.
This is nothing to do with Culture, etc.
If one gets girl child and brings her up, the thinking is certain to change.
