considering that abu salem is ont the last terrorist india is looking for and plus we have to cooperate with other countries we should keep our promise n not give him death penalty but who stopped the court from giving him 25 years each in all the 8 cases he is being tryed for? i guess we can punish him and still maintain our promise to portugal
