If the Indian Government goes back on its words, it may put into jeopardy any future attempts at extradition from other countries that do not have capital punishment. So we shoul not effect the death penalty on Salem. But why should we bother - 20 years of rigourous imprisonment should be made into a hell for him such that he should feel that death penalty would have been easier.
