The article is missing the point !! How many external affairs ministers have been identified in the OFFP report ? Would China, France and Russia reacted same way if their foreign minister was identified in the report. Grow up man !!
Inquiry or No Inquiry, it would have been graceful for the Natwar Singh to resign first and then challenge the findings. Atleast it would saved India's image in the international community. Realize that more than tax payer's money is at stake.
