Saptarishi's allegations

I would'nt be surprised if Saptarishi, who is close to retirement, is accommodated politically by Laloo Prasad Yadav because of his helpfully delayed 'memory recall'. Can somebody tell me whether serving IAS officers are allowed to hold Press Conferences.
