Someone contriving to have Modi's visa refused - is a low priority issue. The fact remains that Modi is responsible for the genocide which is a clear violation of human rights. I don't think he will be brought to justice in India.
Right thing for US to do was to allow him an entry into US, then arrest and prosecute him based on international laws.
