Legal Imposters

This has reference to the imposters posing as govt officials and juicing out the poor people in the name of law. But another story also exists. There are govt officials who while continuing service, still indulge in these type of activities. So who is the culprit? The proposed law keepers or the imposters? Only when there is a sense of belonging to the profession one is with, till then there shall be no sincerity in service. It shall just be passing the blame on others. i doubt if there was a real govt official, who refrains from taking bribe or accepts compliments for just doing his duty. If there is one such person, then no matter he should be glorified. Well I hope many of them exist.
