"More Indian civilians have died at the hands of Jihadi terrorists than nationals of any other country. Yet, we try to observe considerable self-restraint in our counter-terrorism campaigns."

If the first part of the statement is a question, the second part is probably the answer.

Is it a only a co-incidence that terrorists attack only relatively free societies and we do not hear any thing of the sort from countries controlled by dictatorships or totalitarian regimes. one does not hear anything of the sort from china although it pro-actively discourages religious activities. No one heard of jihads in USSR but democratic Russia is a victim.
