Teaching shop frauds

More than some ten years ago, a young man I knew passed a highly prized public service exam with a very high rank. Almost immediately a "coaching institute" approached him and offered him a large sum of money for telling a lie that he had attended the coaching course at that institute. He accepted (with the consent of his parents, who were quite well to do), and the institute put out advts in all big newspapers claiming credit for the young man's success.
What respect can I have for a government officer who could be bribed into telling a lie even before he entered public service?
