Whether they want it or not, impose Army Rule in Bihar for a period of five years or more till the situation is completely like in other forward states like Tamil Nadu or Karnataka and then conduct election under army supervision. Put all the netas, politicians or their Chelas behind the bars for ten years without trial. If necessary, change the constitution for Bihar. Be ruth- less on the disrupters and kill them if needed in the encounters. Do not order any trials. Keep the Human Rights people away from Bihar. It is true, that many innocent people will suffer. However, the number would be far less those who are suffering now. At least, the number of people who would be happy with the army rule would be several thousand fold more! Laloo deserves nothing better since the people of Bihar deserve better deals.
