On March 4th 2004,Governor V C Pande appointed Nitish Mumar as the Chief Minister of Bihar when he clearly had no Majority in the house and the single largest party was the RJD.In fact he resigned during the vote of confidence in the assembly.This happened during the NDA regime.As usual your selective amnesia is at work again Mr Shenoy.
