At one time there was a lot of thrust for privatisation. Now this looks like a step in the other direction. Why can't the government get it through their heads that they are not responsible for providing education or ensuring education beyond the primary level. The US has one of the best university systems in the world, and most of it is private. The Gov't can fund research, but not put riders on who should be educated. Those who are capable of being educated will merit it.
