I guess an university should not only be graded according to the Research but also the quality of undergrad courses. I feel IISc is placed in a wrong position. Its one of the premier research institute in the world. I don't know if this article is written to demoralize the indian education system or a warning sign for the future, but, I don't agree with the ranking.
