Stampedes and India

I vaguely recollect another incident that happened about two years ago in a temple festival.
What is it about India that public officials never learn simple crowd control techniques, do not co-ordinate with event managers to faciliate smooth operations? Is it gross cynicism about the worth of a human life, that's avaialable in abundance anyhow? Or have we lost it as a human race, in the nadir days of our supposed 5000 year old culture?
